How to Verify Seal Serial Numbers Properly

A container arrives with its bolt seal intact, but the number on the seal does not match the dispatch record. That is not an administrative detail to correct later. It is a chain-of-custody exception that must be isolated, recorded and investigated before the load is accepted or moved.

To verify seal serial numbers properly, operations teams need more than a person reading digits at the gate. They need a repeatable process that links the right seal to the right asset, shipment or secure location, with a clear record of who applied it, who checked it and what happened if the details did not match.

Why seal serial number verification matters

A uniquely numbered security seal creates an accountable connection between a physical closure and a custody record. When the number is checked at each handover, it provides visible evidence that the sealed door, bag, trolley, cabinet or container has remained under control since the last recorded inspection.

This matters across a wide range of Australian operations. A logistics operator may need to confirm a bolt seal before a shipping container is released. A cash-in-transit team may need to reconcile numbered padlock seals on currency bags. A hospital may check plastic pull-tight seals on medication trolleys, while a manufacturer may use cable seals to secure high-value equipment or restricted valves.

The serial number is not a substitute for physical inspection. A matching number on a damaged, cut, substituted or poorly fitted seal should still trigger an exception. Equally, an intact seal with a mismatched number cannot be assumed secure simply because it looks correct. Effective verification checks both the seal's condition and its recorded identity.

Build verification into the custody process

The strongest verification systems are simple enough to be followed during a busy shift. They identify the asset or consignment, the seal number, the person or team applying the seal, and the time and location of each custody handover.

At the point of application, record the full serial number exactly as printed. Do not rely on memory or write only the final few digits unless your procedure also captures the complete number elsewhere. Confirm that the seal is correctly fitted to the intended locking point and, where relevant, that the locking mechanism has engaged. For adjustable plastic seals, pull the tail tight enough to prevent access without damaging the application point. For bolt and cable seals, check that the locking body and cable or pin are fully engaged.

The seal number should then be included in the relevant dispatch, transfer or asset-control record. Depending on the operation, this may be a transport manifest, delivery docket, warehouse management system, controlled-drug register, work order or digital chain-of-custody form.

At every scheduled handover, the receiving person compares the number on the physical seal with the number in the record. They should also inspect the seal for signs of interference, including cuts, distortion, heat damage, unusual tool marks, altered printing, loose locking components or a seal fitted in a way that does not prevent access.

A practical check is not slow when the information is available. The problem is usually process design: handwritten digits that are hard to read, serial ranges allocated without being recorded, or records that sit separately from the shipment details staff have at the gate.

Use a consistent read-and-confirm method

Serial numbers can be misread, particularly on dusty containers, low-light loading docks or small seals used on bags and cabinets. Establish a consistent method for reading the code from left to right and confirming it against the record before signing acceptance.

Where numbers include letters, distinguish easily confused characters such as O and 0, I and 1, and S and 5. Avoid manually transcribing a number multiple times between documents. A barcode or QR code can speed up data capture where the seal and system support it, but staff must still visually inspect the physical seal. Scanning a code confirms the data captured, not that the closure is undamaged or correctly fitted.

Photographs can be useful for high-risk consignments, disputed deliveries and remote locations. A clear image should show the seal in position and the serial number where practical. It is supporting evidence, not a replacement for a documented inspection.

How to verify seal serial numbers at receiving

Receiving teams should work from the authorised record, not from a number provided verbally by a driver or contractor. The order of the inspection matters because it reduces the risk of normalising an exception.

First, identify the correct asset, vehicle, container, bag or secure enclosure. Next, inspect the seal without removing it. Confirm it is the expected seal type and colour where those details form part of your security specification. Then read the serial number and compare it with the dispatch or custody record.

If the number matches and there is no evidence of damage or interference, record the check according to your procedure. This may involve a signature, electronic acknowledgement, time stamp, scan event or inspection note. If the number does not match, stop treating the consignment as routine.

Do not remove a mismatched seal solely to complete a delivery or unload a vehicle unless an authorised manager, security representative or relevant control procedure directs it. The seal, the record and the condition of the asset may all be required as evidence during an investigation.

What to do when the serial number does not match

A mismatch does not automatically prove theft or tampering. It can result from a data-entry error, a seal being replaced during an authorised inspection, an incorrect serial range being issued, or a simple transposition of digits. It does, however, mean the chain of custody cannot be verified as recorded.

Your response should be proportionate to the risk of the goods and the operating environment. For a low-value internal stock cage, the appropriate response may be supervisor review and corrected documentation. For pharmaceuticals, controlled products, export cargo, cash, sensitive records or high-value equipment, isolate the consignment and escalate immediately.

A clear exception process should cover at least these actions:

  • retain the seal and do not destroy or discard it;
  • photograph the seal, locking point and relevant asset identification;
  • record the actual serial number, expected number, time, location and people present;
  • notify the authorised operations, security or compliance contact; and
  • inspect contents only under the required authority and document the result.
If a seal has been removed under an authorised process, apply a replacement seal and record both the removed and replacement numbers. The record should state why the original seal was removed, who authorised the action and who witnessed it where required. This protects the next person in the custody chain from inheriting an unexplained discrepancy.

Choose seals that support traceability

Verification is easier when the seal itself is suitable for the application. Serial numbers should be legible, permanent and positioned where staff can read them after fitting. For outdoor freight applications, consider exposure to dust, weather and abrasion. For small bags or trolleys, ensure the print size remains readable without slowing routine checks.

Sequential numbering is usually the most straightforward option for controlled issue and reconciliation. A business can allocate a known serial range to a site, vehicle, route, team or shift, then investigate gaps in that range. Randomised numbering can provide additional resistance to simple substitution, but it requires tighter allocation records because staff cannot rely on an expected sequence.

Custom printing can add another layer of identification, such as a company name, logo, department code or warning message. It improves visual recognition and can discourage casual substitution, but it should not be treated as the only security control. A determined party may still attempt to replicate colours or markings. The strongest approach combines an appropriate high-security or tamper-evident seal with unique serial control, documented handovers and physical inspection.

Keep records usable under pressure

The best serial-number register is the one staff can access when a ute is waiting, a handover is occurring after hours or an incident needs immediate review. Set clear retention periods based on the value of goods, contractual requirements, regulatory obligations and investigation needs.

Train staff and contractors on the same acceptance standard. They should know that a seal is not verified because it is present, and a number is not verified because it is written somewhere on a document. Both must agree, and the seal must show no evidence of compromise.
