How to Protect Sensitive Consignments in Transit

A consignment can arrive on time, with the correct paperwork, and still present a serious security issue if nobody can confirm what happened between dispatch and delivery. To protect sensitive consignments, organisations need more than a closed carton or a locked vehicle. They need visible tamper evidence, defined custody points and a response process that stands up to scrutiny.

This matters wherever goods have a high financial, safety or compliance value. Pharmaceuticals, cash bags, confidential records, controlled parts, diagnostic samples, retail stock, aviation supplies and mining equipment all require a level of protection that makes unauthorised access difficult and any interference obvious.

Protect Sensitive Consignments with Layered Controls

No single product or procedure suits every load. A tamper-evident seal shows whether an access point may have been opened, but it does not replace secure storage, trained staff or accurate dispatch records. GPS-enabled monitoring can provide location and condition data, but it cannot compensate for weak handover practices.

The practical approach is to build layers that work together. Start with the packaging or enclosure, then secure its opening point, record the unique seal number, control who handles the consignment and verify the condition at each transfer. The right combination depends on what is being moved, the route, the number of handovers and the consequence of loss or interference.

For a low-value internal stock transfer, a numbered plastic security seal and a simple dispatch record may be sufficient. For controlled medicines, high-value electronics or sensitive documents moving through multiple carriers, the requirement may extend to custom-printed seals, tamper-evident bags, scan-based custody records and active cargo monitoring.

Start with a Practical Risk Assessment

Before selecting a seal or monitoring device, identify where a consignment is exposed. Security failures commonly occur at loading bays, temporary storage areas, vehicle stops, third-party depots and final delivery points. The risk is not limited to theft. Substitution, partial removal, contamination, unauthorised document access and disputed delivery can all create operational and legal consequences.

Consider the value of the contents, whether the item is regulated, the number of people who can access it and how quickly a discrepancy needs to be detected. Also assess the environment. Outdoor freight, refrigerated transport, dusty mine sites and air cargo operations place different demands on materials and locking mechanisms.

A seal specification should follow this assessment. Choosing the lowest-cost option without considering tensile strength, aperture size, removal method and weather resistance can create an avoidable weak point. Conversely, applying a high-security bolt seal to a small internal document pouch can add cost and inconvenience without improving control.

Match the seal type to the access point

Plastic pull-tight seals are widely used for bags, cages, trolleys, cabinets and parcel sacks. Their adjustable tail makes them suitable where closure points vary in size. Sequential numbering supports basic traceability, while barcodes or custom printing can strengthen identification and site-specific control.

Padlock seals suit applications that need a fixed locking arrangement, including roll cages, utility cabinets and selected transport doors. They provide a clear indication of interference when correctly applied and checked.

Cable seals are appropriate for larger or irregular apertures, such as truck doors, shipping containers, valves and equipment housings. Their metal cable construction offers stronger resistance than standard plastic seals, while a unique identification number supports verification at delivery.

Bolt seals are generally used for container and trailer doors where a high-strength barrier is required. They are designed for one-time use and need appropriate removal equipment at the receiving end. That requirement should be planned before dispatch, particularly for regional sites or after-hours deliveries.

For documents, samples, cash and compact high-risk items, tamper-evident bags provide protection at the package level. Once sealed, they show visible signs if someone attempts to open and reseal the closure. The bag should be sized correctly so contents cannot be removed through a gap or damaged by overfilling.

Make Tamper Evidence Verifiable

A seal only adds control when staff know what to check. Recording a serial number at dispatch but failing to compare it at handover leaves a gap. The receiver should confirm that the number matches the paperwork or electronic record, the seal is intact and the closure point has not been damaged or bypassed.

This verification needs to be quick enough for real operations. Build it into existing processes such as manifest sign-off, proof of delivery, warehouse receipting or vehicle inspection. Requiring a separate manual form for every minor movement may reduce compliance. For higher-risk transfers, a photo of the sealed access point at dispatch and receipt can provide useful supporting evidence.

Custom printing can make unauthorised substitution harder. A company name, logo, site code, warning text or sequential barcode helps staff identify the correct security device at a glance. It also makes a generic replacement seal more noticeable. However, customisation should support, not replace, unique numbering and documented checks.

Tamper-evident tape and labels are useful when cartons, cases or equipment panels need an indication of opening. They are particularly effective for detecting interference with packaging that has no dedicated sealing aperture. Surface preparation matters: dust, moisture, textured cardboard and extreme temperatures can affect adhesion, so test the product on actual packaging conditions before introducing it across a fleet or site.

Control the Chain of Custody

Most consignment disputes are not resolved by the seal alone. They are resolved by evidence of who had possession, when responsibility changed and what condition the item was in at each point. A clear chain of custody reduces ambiguity for operations teams, customers, insurers and auditors.

At a minimum, the dispatch record should identify the consignment, seal number, person releasing it, time of release and intended recipient. At each handover, the receiving party should acknowledge the seal condition and any discrepancy. If the seal is broken, missing or does not match the record, the item should be isolated and escalated before it enters the next stage of the process.

The escalation path must be specific. Staff should know who to contact, whether to photograph the issue, how to preserve packaging and when to notify the customer, security team or regulator. A vague instruction to “report damage” often results in inconsistent evidence and delayed decisions.

Training should focus on the reasons behind the process as well as the steps. A driver who understands that a mismatched seal may indicate diversion or unauthorised access is more likely to stop and report it rather than remove it and continue with the delivery.

Add Visibility for Higher-Risk Loads

For sensitive consignments travelling long distances or through multiple custody points, active monitoring can close the visibility gap between scans. Smart cargo devices can provide location updates and, depending on the device and configuration, report movement, light exposure, temperature or other events that indicate a potential security issue.

This is especially useful for high-value freight, temperature-sensitive goods and assets travelling to remote locations. An alert can help an operations team investigate a route deviation or unexpected opening event while the consignment is still in transit rather than after delivery.

There are trade-offs. Monitoring devices require battery management, coverage planning, data access and clear ownership of alerts. If nobody is assigned to review and act on notifications, the technology becomes a record of an incident rather than a control that helps prevent loss. Use active monitoring where the risk justifies the operational effort.

Test the Process Before Full Rollout

A good security control works under pressure, not just in a procedure document. Trial the chosen seals with actual packaging, vehicles and staff. Check whether workers can apply them consistently while wearing gloves, whether serial numbers are readable in low light and whether receivers have the correct cutters or tools.

Review exceptions after the trial. If seals are regularly applied to the wrong point, serial numbers are not captured or delivery teams cannot verify them efficiently, adjust the process before rolling it out. Small changes to seal placement, label position or handover instructions can make a significant difference to compliance.
