Which Seals Meet Export Compliance Requirements?

An export consignment can be correctly packed, declared and booked, then still present a security problem at the handover point. If a container, air cargo unit, palletised load or transport bag arrives with an unexplained broken seal, missing number or poor chain-of-custody record, the shipment may face delays, inspection and disputes over liability. For businesses asking which seals meet export compliance, the practical answer is that the seal must match the transport mode, destination requirements, cargo risk and the security standard expected by the relevant supply chain programme.

A seal is not an export permit, and no single product makes every shipment compliant. Export compliance also covers customs declarations, sanctions, controlled goods, biosecurity, dangerous goods and destination-country rules. However, the right tamper-evident or high-security seal provides visible evidence that the load remained secured between authorised handovers. That evidence is often critical when proving cargo integrity.

Which seals meet export compliance for containers?

For international sea freight containers, ISO 17712 high-security seals are the recognised starting point. They are commonly required or expected by ocean carriers, overseas customers, customs-focused security programmes and supply chains operating under C-TPAT-aligned security practices.

ISO 17712 sets performance and testing requirements for mechanical freight container seals. A compliant high-security seal has been independently tested against defined physical attack methods and tampering criteria. It is not enough for a supplier to describe a seal as “high security” in general terms. Buyers should confirm that the specific model is tested and certified to ISO 17712 requirements, rather than relying on its appearance or material alone.

Bolt seals are the most common choice for container doors. They lock through the container’s locking bars and are designed for one-time use, with a uniquely marked body and pin. A high-security bolt seal is well suited to full container loads, intermodal movements and high-value shipments where a strong, clearly visible barrier is required.

High-security cable seals can also be appropriate where the application has an irregular locking point or requires a longer adjustable loop. This can include some rail equipment, tanker fittings, oversize cargo and specialised transport equipment. The cable diameter, locking mechanism, pull strength and certification status matter. A thin, general-purpose cable seal may provide useful tamper evidence, but it should not be assumed to meet the same requirement as an ISO 17712 high-security cable seal.

Certification is only one part of the control

A certified seal can still fail operationally if its number is not recorded or its application is not controlled. Export security depends on a process that links the seal to a specific shipment, container number, vehicle, consignment note or loading event.

At minimum, the seal should carry a unique serial number that is easy to read and difficult to alter. The number should be documented at the point of sealing, checked at every custody transfer and reconciled before opening at destination. For higher-risk cargo, businesses may also record the seal number in transport documents, take a photograph of the fitted seal and require a signed exception report when a seal is cut or replaced.

Custom printing can strengthen this control. A company name, sequential numbering, barcode, QR code or other identifier helps teams identify the correct seal quickly and makes substitution more difficult. The right marking method depends on the workflow. For example, a busy warehouse may benefit from clear sequential numbering and barcode scanning, while controlled pharmaceutical or government consignments may require a more detailed audit trail.

When plastic seals are the correct export option

Plastic pull-tight seals, fixed-length seals and padlock-style seals are widely used in export operations, but they serve a different purpose from high-security container seals. They are generally selected for tamper evidence and access control rather than as the primary security device for an ocean container door.

They can be effective for securing cartons, stillages, roll cages, airline catering trolleys, vehicle compartments, export documentation bags, sample cases and internal warehouse transfers. Their value comes from immediate visual indication: once broken, they cannot be reclosed in the same condition.

For these applications, choose a seal with a suitable strap length, tensile strength and locking design for the asset being secured. A pull-tight seal may suit a variable-sized latch, while a fixed-length seal can improve consistency where every closure point is the same. If the consignment is exposed to weather, rough handling or cold storage, check that the seal material remains reliable in those conditions.

The trade-off is straightforward. Plastic seals are fast to apply, economical and easy to inspect, but they are not a replacement for an ISO 17712-certified bolt or cable seal where a container security requirement applies.

Air freight, postal and controlled consignments

Air freight security is governed by a different operating environment. Airlines, freight forwarders, regulated air cargo agents and destination authorities may have specific acceptance rules for freight, unit load devices, transit bags and secure transport vehicles. The correct seal may be defined by the carrier or by the security procedure at the origin facility rather than by a universal container-seal standard.

For air cargo and sensitive courier movements, tamper-evident bags, security labels, pull-tight seals and numbered cable seals are often useful because they protect smaller handover points. They make unauthorised access visible on documentation pouches, transit cases, bonded-store movements and consolidated shipments.

Where pharmaceutical products, medical devices, defence-related goods or controlled materials are involved, the sealing process should be incorporated into the organisation’s documented quality or security system. The seal is one control among several, alongside access restrictions, screening, custody records and incident escalation. Product selection should follow the approved procedure, not replace it.

Check destination and customer requirements before ordering

The exporter remains responsible for understanding the requirements that apply to the shipment. An overseas buyer may specify an ISO 17712 bolt seal, a particular seal colour, a pre-advised number range or a certain type of printed identification. A freight forwarder may nominate carrier-approved practices. A government contract may require seals with traceable serialisation and documented breakage procedures.

Before selecting stock, confirm four practical points:

  • the shipment type and closure point, such as a container door, cage, bag, valve or cabinet
  • the required standard or customer specification, including whether ISO 17712 certification is mandatory
  • the environment the seal will face, including weather, vibration, handling and storage conditions
  • the recordkeeping process for seal issue, application, inspection, removal and exceptions
This check avoids a common procurement error: purchasing a strong-looking seal that cannot fit the locking point, does not carry suitable numbering or does not meet the specific standard requested by the carrier or consignee.

Build seal control into the export workflow

The best seal is one that staff can apply correctly every time. Written work instructions should identify who is authorised to issue seals, when the number is recorded, where the seal is fitted and what happens if the number does not match at a handover. Staff should know that a broken, damaged or missing seal is an exception requiring investigation, not simply a replacement task.

A simple stock control process also matters. Keep unused seals in a restricted location, issue them by number range and investigate gaps in the sequence. For high-volume exporters, barcode scanning or digital cargo monitoring can reduce manual entry errors and provide faster visibility across multiple sites.
