How to Track Sealed Consignments Reliably

A consignment can arrive on time and still represent a security failure. If the seal number was not recorded at dispatch, the receiving team cannot confirm whether the original seal is intact, substituted or removed during transit. Knowing how to track sealed consignments means connecting the physical seal to a clear record of custody, location and condition from origin through to authorised opening.

For Australian transport, warehousing, cash handling, healthcare, mining and government operations, tracking is not simply a freight administration task. It is the evidence that supports a chain of custody when stock is disputed, an incident is investigated or a compliance audit occurs.

Start with the right tracking objective

A security seal is primarily a tamper-evident control. Its unique serial number identifies the closure applied to a particular bag, container, cage, cabinet, tote or vehicle door. The tracking process must show who applied that seal, what it secured, when it was checked and who was authorised to remove it.

That is different from tracking the vehicle or parcel itself. A GPS location may show where a truck travelled, but it cannot prove that a container remained sealed. Conversely, a seal register can prove continuity of the seal but may not show a delay, route deviation or environmental issue. High-risk consignments often need both forms of visibility.

Set the level of control according to the cargo and the consequence of loss. A low-value internal stock transfer may only require a numbered plastic seal and a dispatch record. Pharmaceuticals, controlled items, cash bags, export cargo or sensitive government assets may require custody signatures, barcode scans, photographic evidence and live monitoring.

Build a seal register before dispatch

The seal register is the foundation of sealed consignment tracking. It can sit within a transport management system, warehouse management system, security platform or controlled spreadsheet, provided it is accessible to authorised staff and changes are traceable.

At a minimum, create one record for each sealed consignment and capture the consignment reference, seal number, seal type, date and time applied, origin, destination, contents description and the name or ID of the person applying the seal. Where practical, record the vehicle registration, container number, route and expected delivery window as well.

The seal number must be copied accurately. Manual transcription errors are common, especially where teams are recording long numerical sequences in busy loading areas. Scanning a barcode or QR code printed on the seal, or using pre-numbered seal ranges allocated to a depot or driver, reduces this risk. If your seals are custom printed with a company name, logo or sequential numbering, they also become easier to identify during handover checks.

Do not treat the register as a document completed at the end of a shift. Record the seal at the point of application, before the consignment leaves controlled custody. A late entry creates uncertainty about whether the documented seal was actually the seal fitted at dispatch.

Match the seal to the application

A tracking process cannot compensate for a seal that is unsuitable for the risk. Select the seal type based on the closure point, required strength and expected handling conditions.

Indicative plastic seals suit many bags, cages, trolleys, roll containers and internal distribution applications. Cable seals provide higher pull strength and suit vehicle doors, valves and equipment where variable locking lengths are useful. Bolt seals are commonly used for shipping containers and trailer doors where a high-security barrier is required. Tamper-evident bags, labels and tape provide visible evidence of opening or interference on cartons, documents, evidence items and smaller assets.

Use a seal that can be inspected quickly. If staff cannot easily see the serial number or tell whether the locking mechanism has been cut, stretched or replaced, the handover check becomes less reliable.

Record every handover, not only delivery

The chain of custody is only as strong as its least documented transfer. Each time responsibility changes, the incoming person should inspect the seal before accepting the consignment.

The check should confirm that the seal is present, the serial number matches the record and there are no signs of cutting, melting, forced opening, reattachment or damage to the secured closure. The person receiving custody should then record the time, location, condition and their identity. For critical consignments, both parties should acknowledge the transfer.

This matters at depot cross-docks, airport transfers, third-party carrier changes and overnight storage locations, where goods may move between several teams before final delivery. A single note stating ā€œreceived in good orderā€ is rarely enough if the seal itself was not verified.

Where mobile scanning is available, scan the consignment and seal at each handover. The scan event should be time-stamped and linked to the operator or device. This gives operations teams a faster exception trail than paper dockets alone. Paper records remain useful in remote areas or where systems are unavailable, but they need a controlled process for prompt entry and filing.

Add location and condition monitoring where the risk justifies it

For many consignments, seal serialisation and custody checks provide adequate control. For valuable, time-sensitive or sensitive cargo, smart monitoring devices can add a further layer of assurance.

Cargo monitoring tags can provide scheduled or near-real-time location updates, depending on the device, network coverage and configuration. Some devices can also record temperature, light exposure, shock, tilt or door-opening events. A light event, for example, may indicate that a container or package was opened even if its external condition appears normal at arrival.

There are trade-offs. Live monitoring involves device costs, battery management, retrieval or reuse processes and staff who can respond to alerts. It should be deployed against a defined operational risk, not merely because more data is available. Create a clear exception process

A broken or mismatched seal does not automatically prove theft. It does, however, mean the original chain of custody has been interrupted and requires investigation. The response should be consistent, immediate and documented.

When a seal discrepancy is found, isolate the consignment where safe to do so. Photograph the seal, closure point and any visible damage before removing anything. Compare the observed seal number with the dispatch and handover records, then notify the designated supervisor, security contact or customer representative according to your procedure.

The consignment should only be opened by an authorised person, ideally with a witness for sensitive cargo. Record the replacement seal number if the item must continue in transit. Do not discard the removed seal until the incident has been closed, as it may form part of the evidence.

Your procedure should also cover legitimate seal removals. Customs inspections, quarantine checks, maintenance work and authorised loading changes can all require a seal to be cut. In these cases, record who authorised the removal, why it occurred, when it happened and the new seal number applied. An unexplained gap is the problem, not a properly controlled change.

Make the process workable for operators

The most effective tracking procedure is one that drivers, warehouse teams and receiving staff can complete accurately under normal operating pressure. Keep required fields focused on evidence that matters. Use simple terminology, pre-allocated seal stock, scanning where practical and clearly defined escalation contacts.

Train teams to inspect the whole closure, not just read a number. A matching serial number is valuable, but a damaged hasp, cut wire or altered latch may indicate interference. Supervisors should conduct periodic spot checks between physical seals and register entries, particularly at high-volume sites and during shift changes.

Review incident patterns over time. Repeated mismatches from one route, depot, carrier or product type may point to a process weakness rather than isolated operator error. The answer may be stronger seals, better seal placement, revised custody points or a monitoring device for specific loads.

A sealed consignment is only as accountable as the record behind it. Start with a uniquely numbered, fit-for-purpose seal, verify it at every custody change and make exceptions visible straight away. That gives your team evidence to act on before a delivery dispute becomes a security exposure.
